The MANAGEMENT UNIT shall be composed of full time employee recruited through an open and competitive recruitment process.  The appointment of the Chief Executive Officer (CEO), Deputy CEOs, and directors will be subject to MCC final approval. However, it is strongly recommended that the 3 top posts of CEO and the two Deputies be reserved for presidential appointment and that will be consistent to the existing GoT Public Service regulations with regard to the appointment of Heads of Ministries, Departments and Agencies.

The proposed composition of the AE is illustrated in Annex A and is comprised of the Chief Executive Officer (CEO) who will be responsible for overall management of the Compact and manage day to day activities of MCA-T. The CEO will be assisted by two Deputy CEOs, where one will come from Zanzibar and the other from Tanzania mainland.

According to the multifarious activities envisaged during the implementation of the compact, it is recommended to create 9 Directorates that are to be manned by committed, effective and efficient directors. These individuals will function as coordinators between the AE and the respective sector ministries which shall be the projects implementing entities. A post for the General Counsel who will serve as the legal adviser to the AE and also act as the Secretary to the Board of Directors shall also be created. On the other hand, an Internal Auditor will be another member of the team so as to enhance fiscal oversight.

To facilitate Compact implementation, the AE shall recruit a number of Project Officers to serve in different Directorates and one for the Zanzibar Sub-office as demonstrated in the proposed organization chart. Moreover, supporting staff for positions such as office administrators, secretaries, registry/record assistants, receptionist, drivers, messengers and office attendants will also be employed. It is anticipated that the total number of staff for the AE will be 50-60 to be recruited through the budget line of overall program management.
