Governance structure

MCA-T Administration consists of Governing Board and a Management Unit. The Governing Board which consists of 11 Members from Tanzania Mainland and Zanzibar has decision making authority over implementation of the program and oversees the management and its staff.
The Management Unit oversees projects activities, allocates resources, oversees and implements financial plans, approves expenditures and procurements and is accountable for the quality and results of the program. It also serves as a single point of contact for MCC, other donors, contractors and consultants, implementing entities as well as the general citizenry during the implementation of the program.

The Governing Board
The Governing Board consists of seven (7) representatives from the Union Government and the Revolutionary Government of Zanzibar, and four (4) representatives from the private sector and civil society (to include one representative from Zanzibar and one environmental representative).

Functions of the Governing Board
The Governing Board has decision-making authority over implementation of the program and oversees the Secretariat and its staff. In this role, the Board is responsible for reviewing and approving certain actions of MCAT, including:

Implementation planning documents such as work plans, detailed financial plans, and procurement plans;
Periodic progress reports from the MCA-T Secretariat, including quarterly financial reports, audit reports and reports on progress towards meeting conditions precedent;
Requests for disbursement to MCC;
Agreements between MCA-T and the GoT or third-party contractors, including any changes or amendments; and
Governing procedures, structure or key staff members of MCAT, including staff at the Director level
