Given the program, the Government of the United Republic of Tanzania established an independent Accountable Entity known as the Millennium Challenge Account Tanzania (MCA-T) to manage its implementation.
This entity was formed through Government notice No. 202 of 21st September 2007. MCA-T is the Central Coordinating Office and the main point of contact for the MCC, contractors and consultants, other donors and the general citizenry. According to the establishing order, MCA-T is composed of two distinct parts: (1) a Governing Board and (2) a management unit known as the Secretariat. It also has implementing entities, procurement agents and a fiscal agent. These entities provide management assistance on various aspects and activities of the program. a) The Governing Board:
The Governing Board has decision-making authority over implementation of the program and oversees the Secretariat and its staff. In this role, the Board is responsible for reviewing and approving certain actions of MCAT, including: - Implementation planning documents such as work plans, detailed financial plans, and procurement plans;
- Periodic progress reports from the MCA-T Secretariat, including quarterly financial reports, audit reports and reports on progress towards meeting conditions precedent;
- Requests for disbursement to MCC;
- Agreements between MCA-T and the GoT or third-party contractors, including any changes or amendments; and
- Governing procedures, structure or key staff members of MCAT, including staff at the Director level.
The Governing Board consists of seven (7) representatives from the Union Government and the Revolutionary Government of Zanzibar, and four (4) representatives from the private sector and civil society (to include one representative from Zanzibar and one environmental representative). b) The Secretariat:
The Secretariat supports the Board in the implementation of the program, and manages the day-to-day activities of MCA-T. It consists of a Chief Executive Officer(CEO) supported by two Deputy Chief Executive Officers, and a finance and administration director, a general counsel, an internal auditor, a procurement director, an environmental and social impact director, a monitoring and evaluation director and a director for each of the three main components of the program, namely, transport, energy and water. These directors are supported by appropriate staff. c) Implementing Entities:
For effective implementation of the projects the MCA-T has engaged selected Government agencies to implement some of the Compact supported projects or activities on its behalf. These, are known as implementing entities. They are experienced institutions in the relevant areas; namely:
i) Tanzania National Roads Agency (TANROADS) for the roads projects.
ii) Tanzania Electric Supply Company Ltd (TANESCO) and Zanzibar Electricity Company (ZECO) for Energy projects.
iii) Tanzania Airports Authority (TAA) for the Mafia Airport
iv) DAWASA and DAWASCO for Dar-es- Salaam water Projects;and
v) MORUWASA for Morogoro water supply project
