As of December 2006 the Steering Committee had 14 members drawn from the Government, Civil Society Organisation, and the Private sector.

The members are as follows:

  1. The Permanent Secretary Ministry of Finance - Chairman
  2. The Permanent Secretary Ministry Of Planning, Economy and Empowerment
  3. The Permanent Secretary Ministry Of Energy and Minerals
  4. The Permanent Secretary Ministry Of Infrastructure Development
  5. The Permanent Secretary Ministry Of Water
  6. The Permanent Secretary Prime Ministry's Office
  7. The Permanent Secretary Regional Administration and Local Government
  8. The Permanent Secretary Ministry Of Foreign Affairs and International Cooperation
  9. The Permanent Secretary Finance and Planning Zanzibar
  10. Executive Secretary - Tanzania Business Council (TNBC)
  11. Chief Executive Officer - Confederation of Tanzania Industries (CTI)
  12. The President of the Tanzania Chamber of Commerce  Industries and Agriculture (TCCIA)
  13. Executive Director - TANGO
  14. Techno Serve/Tanzania (an International - NGO )
  15. MCA-T Coordinator


There is a concern that the committee is too big. It has been recommended by MCC to reduce the number to a minimum of 9 members and a maximum of 11 members.
